These are two circular decorations (or frame borders, wreaths) that can be easily drawn in any 2D CAD program. Just draw a decorative segment and a circular path, and then duplicate the segment around the path. All 2D CAD programs of fairly good quality have a special command (Array along curve or the like) that serves to duplicate/arrange any drawn object along a curved path.

This curve does not have to be circular in shape as this one, but any other shape. After arranging the segments along the curve, the next step is trimming and deleting of unnecessary curves in case of their overlapping. Thus, the result is usually nicer than when the segments are duplicated at a greater distance in order to avoid overlapping.
Wreath ornaments of this type are often used as frame borders, within which you can insert more complex ornaments, some text or design.
